Joining in Phase 2 is Norma, an S-Rank Fire Stun Agent and the ESD's Chief Technician. Her gimmick is genuinely unusual: she fights using her hat, building a resource called Preheated Chamber that converts teammates' Quick Assists into Chain Attacks. The payoff is more frequent Chain Attack windows for the whole squad, making her a strong fit for stun-and-burst rotations.
