Honor of Kings has published its Season 16 Version Preview, and the headline isn't a hero. It's Flow State — a season-limited common skill that cuts all current skill cooldowns by 50% and grants an additional effect based on your class.
Common skill means every player has access to it. That makes it the most consequential change in the preview, because it alters the maths of every teamfight for all ten players on the map rather than shifting the balance of a few heroes.

Flow State changes every fight

Flowborn (Mage) — Skill 2 can now be used while moving, and the Ultimate's damage range has been increased.

The Flash chaining improvement is worth watching for anyone playing mechanically demanding heroes. Flash-cancel combos are a skill expression that currently depends on tight timing, and smoothing the input handling could shift which heroes feel viable at lower ranks.
Perks: a free skin every month
This is likely the biggest news for free-to-play players in the entire preview.
The Monthly Perks System grants a free skin every month. The preview shows a Monthly Cache interface with daily login and in-game duration requirements attached, so it appears to be activity-gated rather than automatic — but a recurring free skin is a substantial ongoing addition.
The Consignment Market also receives improvements. Items in their notice period can now have prices adjusted freely, and new item types can be purchased with Curio Tokens.
